30 20 MAY 12 I am most emphatically of opinion that we need an increase in the numbers of the European Police. I have more than once in the past stated that in my opinion there ought to be more European Police available for day duty in the town. Since the outbreak of the revolution the Chinese population have become far less docile and amenable to control than was formerly the case, and the need for an increase has now become a pressing

necessity.

The districts which require strengthening are the

Central, Eastern, Yaulati and Shaukivan.

A. Shaukiwan; This is now an important district with a very large and rather turbulent population. The European contingent there consists only of one Inspector, one Sergeant and one Constable.

An additional constable is urgently needed there.

B. Yaumati Here there is an Inspector, 2 Sergeants and 3

Constables. It is a large and increasingly populous district and

one of the favourite habitats of bad characters. Loreover a

good deal of the Police Constable's time is taken up in executing Opium Warrants. Since I have had the 20 Special Constables from

the regiment I have been able to spare an extra Police Constable

for this district temporarily,' but I am strongly of opinion that

the addition should be permanent.

C. Eastern District: This district used to be comparatively quiet

and free from crime, but recently it has been the scene of a lot

of crime and rowdiness. There are two Sergeants and 4 Constables

there besides the Inspector. In consequence of rowdiness around

the brothels I sent an extra Police Constable there recently, and

this addition also I consider should be permanent.

D. Central District: The day duties in the Central District re-

-quire considerable strengthening in the matter of European

Police. As a rule the number of men on duty in the day time is

as follows:-

6 a.m. to 12 noon
